Can I sacrifice Sakura-tribe elder the turn he comes out? The argument is it must lose summoning sickness first? Thanks

You cannot tap to use an ability or attack when it has summoning sickness per rules:

302.6. (http://imtgapp.com/forum/index.php?action=imtg;area=rule;number=302.6.): A creature's activated ability with the tap symbol or the untap symbol in its activation cost can't be activated unless the creature has been under its controller's control continuously since his or her most recent turn began. A creature can't attack unless it has been under its controller's control continuously since his or her most recent turn began. This rule is informally called the "summoning sickness" rule.

Else you can sacrifice it, tap it as part of an effect and just about anything else.

Reference to {Arachnus Spinner}
You can cast it then use its ability as it does not require it tap.
It's activation cost to tap is a cost, so you can tap itself or any other spider even if they are just summoned.

But this  {Sakura-Tribe Elder} doesn't Tap then sac it's just sac. It's legal to sac on the turn it comes in

Simple answer yes you can sac it the turn it comes out. As long as its not a tap ability it can be sacrificed whenever you choose to.
