If first target is tapped, can it still be used in a "fight" with second target creature?

Yes. Being tapped or untapped is not a prerecquisite for the ability

You can tap a creature that's already tapped.
Example: {icy manipulator}

Activated ability : tap target artifact creature or land.

Even if the target is already tapped it still resolves. If it said tap target untapped creature, it would be an illegal target. A good fact to know for all you people playing {ral zarek}.

would {ral zarek} be good in a proliferate deck?

If you had enough proliferate cards, you could set off his ulti the turn you played him

In proliferate? Yes! Planeswalkers and proliferate is a dangerous combination, particularly in conjunction with {doubling season}.
