Title: Targeting a planeswalker

Chandra comes out with three loyalty counters. I burn her with a {searing spear}. I was over ruled saying I cannot target a planeswalker. I know I can but I can't find the ruling. Please help

You're not targeting the planes walker.  You're redirecting damage dealt to a player.

306.7. If noncombat damage would be dealt to a player by a source controlled by an opponent, that opponent may have that source deal that damage to a planeswalker the first player controls instead. This is a redirection effect (see rule 614.9) and is subject to the normal rules for ordering replacement effects (see rule 616). The opponent chooses whether to redirect the damage as the redirection effect is applied.

306.8. Damage dealt to a planeswalker results in that many loyalty counters being removed from it.

306.9. If a planeswalker's loyalty is 0, it's put into its owner's graveyard. (This is a state-based action. See rule 704.)

You cant cast the spear when Chandra enters. They get priority and can activate her ability placing or removing loyalty counter and then you may respond to that by spearing the walker.

Not correct, until priority is passed to him (such as ending main phase 1) he cannot cast the searing spear.  As well as PW abilities being sorcery speed, couldn't do it in response to the spear anyway.  However we did go over this before in another thread in the the +1 loyalty goes on, then the ability goes on the stack, so the spear won't even kill the PW.  Could I get ruling or moderator to confirm this?

I believe you are correct. I never knew PW abilities were only Sorcery speed.

Yes the spear will not kill it if the player has declared using the +1 ability. Even though Chandra's ability is sorcery speed, the payment to activate the ability has to occur (in this case, "paying" by adding a loyalty counter), and hence Chandra would have already be at 4 loyalty counters with her ability in the stack before the player passes priority.

But a player could not declare the use of an ability in response to the {Searing Spear}?

But a player could not declare the use of an ability in response to the {Searing Spear}?
They could not. Unless they choose something different than immediately using a loyalty ability this should never happen.

I am the active player.

I summon Chandra.
I pass priority.
Opponent pass priority.
Chandra spell resolves.

Priority comes back to me.
I activate Chandra's +1 ability.
I pass priority.

By now Chandra would have 4 loyalty counters before opponent can react.
