How does {beloved chaplain}s ability work exactly? Can creatures block him? Or be blocked by him?

Same as any other protection. He cannot be Damaged, Enchanted (lol), Blocked, or Targeted by any creatures.

To answer your question specifically, they cannot block him, but he can block them.

If he blocks creatures, prevent the combat damage, and essentially can't be blocked cause he's pro-creature.
