Do creatures with Level Up start at level 1 or 0?

I believe 0. Have to pay to get to 1.

But I hope I'm wrong lol

Start at level 0.

Levels are based on level counters being on the creature, and the creature does not enter with any counters on it.

{Lighthouse Chronologist} for reference of a level up creature.

how can you play level up, and not have it suck?

{Vorel of the Hull Clade} is fun with it.

Most level up creatures are gimmicky and not very good. Some, like the lighthouse Chronologist are great in EDH and multiplayer formats where getting the mana to level them up for big effects is more likely. Some, like {Joraga Treespeaker}, {Echo Mage}, and {Brimstone Mage}, are just plain amazing in the right deck, regardless of format.
