When do you put counters on Rubblebelt? When it attacks or after it attacks?

It gets the counters after you announce all attackers.

So after I announce my attackers, I put counters on Rubblebelt Raiders, I can attack with Rubblebelt? Right?

Well, it should already be attacking. Adding the counters does not interrupt your attack.
As an example:

1) You declare {Rubblebelt Raiders} and 2 other creatures as attackers.
2) The Raiders ability triggers. When it resolves, it gets 3 counters.
3) The combat phase continues.

They would actually take 4, because the raider is an attacking creature too. If two other creatures attack too, then they'd take 6 just from the raider, assuming it's unblocked.

Also notice it doesn't state 'until end of turn...'
