So my opponent cast a {Descendants' Path} and next turn I {Soul Tithe}'d it. When it's his turn again, does his card's effect take place before mine or does he have to decide on soul tithe's ultimatum first?

He will get a trigger off of the path wether or not he pays for the tithe.
So they could place a creature on the battlefield and then sac it because of the tithe right after?
Well yes and no. His ability will enter the stack first since he is active player. Then yours enters the stack as non-active player. Now that they are on the stack they are independent of their source, I have seen the example of "once the archer has shot the arrow you can kill the archer but the arrow is still in the air" on this forum before. Now say he decides to sac the enchantment from soul tithe, fine but the "arrow" will now land and he can put the creature in.
