Lets say you unatp a taped permanent with {hidden strings} can you tap it again before the second untap resolves?
No, because "tap or untap another target permenant." So you can't choose the same one to untap then tap.

I meant if the permanent has a {T} ability, could you throw that inbetween the untapping of the strings
You could tap it with it's activated ability, untap it and tap/untap another creature with Hidden Strings and tap him again. You can't choose the same creature to be untapped because it says another. So it doesn't matter.

You cannot. Both untapping/tappings of {Hidden Strings} occur during the resolution of the spell. You cannot activate abilities in the middle of a spell resolving.
Ok thanks. The infinite combo I thought of can still work this way
{hidden strings} on an evasion creature + {gilded lotus} + {strionic resonator}
So unblocked creature deals damage, you trigger the ability and pay with the Lotus to copy. The most recent resolves, untapping your artifacts, but can you copy the triggered ability again? I don't think so.

The first one never resolved. The copied resolved to cast the spell and the other doesn't resolve.
