{Lazav, Dimir Mastermind}?
Wanting to build a competive standard deck with him.
I have a slightly competitive dimir deck that has lazav in it would you like me to list the cards?
No, Mill doesn't work and the top decks wont help you too much with small creatures and stuff that usually wont hit the grave. I'm not saying it will always lose but dont expect it to win
It seems risky. It'd be awesome if it didn't say "opponent's graveyard." I cod just see there being a lot of times where you spend 4 colored mana for a 3/3. Mill, more than likely, won't win a game, and people don't run big scary things for you to copy, generally.
Tahrs where I'm at as well, alot of the decks at my LGS run decks based off Sire and Aetherling not much aggro anymore but have been bouncing around the idea of him because I've got a playset of him

If you could post it in Standard that'd be awesome

except maybe green. I'd say he's a sideboard against green...and an iffy one at that
Short answer: unless you like crazy, weird decks and are really creative, no. But he was printed because it makes the game more interesting and makes decks that run him more unpredictable. (e.g. against a creature-less deck he is almost useless but against an eldrazi deck he is amazing and fun.)
Run a first strike death touch card
I actualy do like crazy weird decks, but I'm not interested in running Lazav

Yes I usually take off the wall fun decks.
Look at my Duskmantle Cemetery deck. Add a few {Psychic Strike}s and stuff to get rid of {Rest in Peace} and your good.
I was talking to a buddy of mine and he said it'd be good if {Scavenging Ooze} shuts him down, but that also goes far any card. There is anyways one card that can stop another just have to be able to get it.
