Using my sliver deck, can I tap 3 mana and sacrifice a permanent, then pay 2 to regenerate said sliver?

Regeneration only cancels combat damage.

Not really because a {lightning bolt} or certin direct damage isn't combat damage and you can regen from that

Fixed. Regen wipes the damage away. Accept if said damage was infect. Then reen aint saving u there.

If a permanent has a regeneration shield, then until the shield wears off at the end of the turn the next time that permanent would be destroyed, instead all damage is removed from it, it's tapped and removed from combat.
