Yes. The spell is countered no matter who casts it, unless they have been the target if another spell this turn.

Not quite. It only stops them from being the target of a spell or ability. Cipher does not target anything, so Kira's ability will not help.

If it is like {Hands of Binding}, it does target and can be countered.

Yes, but the original question is asking about the Cipher part affecting one of your creatures, not the spell itself.

I disagree. Cipher is an ability, and Kira says "spell or ability". I may be wrong, though.
