I have  {Sheoldred, Whispering One} out and my opponent has  {Dominus of Fealty} out which activated first?

I am 99% sure how this works is they will both trigger at same time, they will enter the stack in APNAP order. So yours will go off first then he takes control of something until end of turn.

So does he get my creature then can sacrifice it?

Nope. The steal would pick a target, the sac would go on the stack next, the sac would happen, and the target would be stolen.

Even if my  {Sheoldred, Whispering One} is the target?

Yes. It doesnt matter where the ability comes from once it is on the stack. You can do whatever you want to the bow but it wont stop the arrow once it is shot.
