What happens when u target {increasing vengeance} with another? Say I play goblin grenade then use increasing vengeance to copy it now I flashback another increasing vengeance from the graveyard (would the first one be in graveyard yet?) I can pick two targets now and choose goblin grenade with one and the flashbacked increasing vengeance and go infinite?

The copy is made and put on the stack when the Vengance resolves so it will be there for you to flashback and make two more copies.
However, the only way for Vengance to make two copies is if it were cast from the GY. If it was copied, the copy won't satisfy the gy requirement and will only make one.
