Is it possible to be competitive in modern without fetch lands in a two color deck?
Yeah, check out the Aura hexproof list. You can easily sub the fetches for {Brushland} since its 2 colors. In general modern is expensive, but all the decks I have built have stayed current for a lon time (and pretty much every staple I purchased has increased) its been a decent investment, but I'd recommend picking up as many fetches you can now as they will continue to climb.
My alternative to fetches/shocks was to build affinity but now {Mox Opal} is expensive. There are budget modern decks (look up living end deck lists) it doesn't need fetches if I recall and runs lots of commons.
On a side note I just traded a {Vendillion Clique} (mma) for a {Misty Rainforest}. VERY happy with this trade 😁
It also depends on the decklist. I have a couple Modern Lists that run no fetches at all simply because they just don't need them. Sure they supposedly "thin" out your deck, but let's be honest, seeing 2 in a game does little to no thinning. They're mainly for color fixing, Landfall type abilities, and feeding {Tarmogoyf}. I can't justify spending $200 on a playset to do a tiny amount of thinning in a two color. Just run dual lands, in Modern you have tons! Especially if the deck is ally colors! (I.E. {W}{U}, {U}{B}, {B}{R}, {R}{G}, {G}{W})
The fetches can allow you to do more with your mana base (eg the 4 color decks) they trigger landfall, etc and in those decks not having them is an issue. However, a 2 color deck (like my bogle example) doesnt really need 'em
I've been pretty lucky tbh with picking up fetches, someone always wants them an they'll never go down. (at least not soon ;))

You still have plenty of options! Shadowmoor and Eventide Fliter lands, ({Flooded Grove}, {Twilight Mire} etc.) Innistrad and Core Set Buddy lands ({Clifftop Retreat}, {Isolated Chapel} etc.) and of course Shock Lands. There's also pain lands, but I don't recommend them. ({Underground River}, {Caves o Koilos}, and the like)

I'm just saying that there are almost no decks in modern that don't run fetches, so the cards that punish you for running them can be pretty awesome. Also, {Trickbind} and {Voidslime} work in modern I think.

Fetch lands seem better for aggro decks sense they lessen your chance of drawing a land
