Nope, no power 9. There were no mythic rares until Alara block, so all mythics will be from Alara or newer.
Don't know about foils.
Just remember {Jace, the Mind Sculptor}, {Vendilion Clique}, {Dark Confidant}, and {Tarmogoyf} are all mythic rares.

Only the mma cliques, bob & goyf are mythic. The original ones were printed at rare.
