If it says counter target spell, yes. If it says counter target spell you do not own, then no.

Of course, you must have a valid target in the first place, meaning you must cast a spell first before casting the counterspell to counter your own spell.

Any spell on the stack is a valid target for a counter spell, including your own. A spell cannot counter itself, but you could counter another one of your spells if you wish.

I do this with extort when my opponent isnt casting anything and I want the extra few points of life drain. {syncopate} for 0 with an extort and then I just pay 0 for my spell.

Yea...i ended a match at PTQ Boise this weekend by casting {snapcaster mage} with extort, flaging back {warped physique} with extort, {syncopating} my physique for 0 with extort, and not paying the 0 to keep the snap and swing for on my turn putting him at 1 then casting {sphinx's revelation} with extort in response to his {warleader's helix}.
