So what happens if storm is out and you cast a card that you only have online type of in the deck, do you lose due to not being able to stop?

Nope. All exiled cards are put on the bottom of the library in a random order. If you don't have a card that can be cast by the effect, you'll essentially just be shuffling your library.
Nope. You just end up showing your opponent your whole deck and putting all those cards back after shuffling.
