Yes the effect would take place. Say you have said {Fireball} out. If you would normally pay 5 mana to do the damage, you would only pay 4 and still take on the effects of the card as if you had paid 5.

Yea we did a 40 card deck with 1 rare. I fireballed for 10 only using 7 mana :P
