Title: Regenerated?

 {Korlash, Heir to Blackblade} has been targeted with a fuse casted  {Turn // Burn} but it's owner pays mana to regenerate him in response to me declaring the spell. Does he live or die?

It depends how damage is applied. He gains the regeneration shield before losing abilities then you burn him. He dies and regenerates but cannot cast regenerate again so if lethal damage is applied a second time he dies for good.

If this were double strike he would take the first strike damage, die, regenerate, leave combat and tap. Normal damage would not apply for the second strike. The key here is he loses abilities for turn not effects.

At the end of everything resolving, he is a 0/1 red wierd that is tapped and removed from combat.

I think this rule will apply. 614.4. (http://imtgapp.com/forum/index.php?action=imtg;area=rule;number=614.4.): Replacement effects must exist before the appropriate event occurs -- they can't "go back in time" and change something that's already happened. Spells or abilities that generate these effects are often cast or activated in response to whatever would produce the event and thus resolve before that event would occur.
Example: A player can activate an ability to regenerate a creature in response to a spell that would destroy it. Once the spell resolves, though, it's too late to regenerate the creature.

Korlash targeted with turn/burn
Regeneration effect put on the stack for korlash
Regeneration effect resolves giving korlash a shield
Turn effect triggers making korlash a 0/1 red wierd creature until end of turn
Burn effect triggers doing 2 points of damage to korlash
As a state based affect, korlash is sent to the graveyard
Korlash's regenerate shield triggers preventing his move to the GY, taping him, removing all damage and removing him from combat
End result is korlash is a 0/1 red wierd that is tapped and not in combat.
At the end of turn, korlash will return to himself from being a 0/1 red wierd creature
