If my opponent plays {fiend hunter} and exiles my {primordial hydra}, then fiend hunter dies an brings my primordial hydra back, if in that instant he comes back, could I cast {hunger of the howlpack}, or {bioshift}, being as they are both instants, and they have priority, to either add or move counters onto primordial hydra and result in it not dying?
Those cards require a creature to be on the battlefield (obviously, but there is a point to this). As soon as the Hydra hits the battlefield, it dies because of a state based action. State based actions do not use the stack, and cannot be responded to. I'm afraid the Hydra won't make it.
The only way to save the hydra is if you have a static effect on the board before the hydra returns that would improve it's toughness as it enters the battlefield. {Veteran Armorer}, for example.

I always thought when cards exiled and returned they returned to play in the same condition as when they left unless the card states otherwise :/
Exiled creatures "return" as new creatures unless stated otherwise.
