Would I have to tap the 4 mana to untapped 'Goblin dirigible' if I have 'unwinding clock' in play?

You will if want to untap it on your turn. But it'll untap on your opponent's turn for free.

After you attacked with it, it would untap on the next upkeep, so it would already be untapped on your upkeep.
