If you are flash backing something say {Lingering Souls} and say he has a can be remove my souls in response with {Deathrite Shaman} so I can't cast it? I really don't think that's how it works
He will have to use the shaman's ability before you flash it back, not in response to you doing so.
Also depends if the flashback card is a sorcery or an instant. If its a sorcery, {deathrite shaman} exiles the card, nuff said. But the shamans ability uses the stack and is at instant speed. So an instant with flashback could be flashed back in response at instant speed on top of the shamans ability on the stack. The flashback instant would resolve 1st and then the {deathrite shaman}s ability would resolve and the target would be gone, fizzling the ability.

In either case. Sorcery or instant, if you cast the flashback he can not exile it in response. If it is instant you can only cast it in response to him targeting the card.

Okay so if I go to cast it he can't in response shaman it out of my graveyard? That's what I'm getting but if he shamans it before I decid to play it than if its sorcery speed I'm out of luck

Exactly.
To clarify, if its your turn, youll have priority to cast {lingering souls} if the stack is empty. But if you pass priority before ending the phase, he will be able to deathrite it.
