Are there any cards that change the cmc of a card?
I don't have a combo lined out, but it'd be interesting to know.
Aside from a card that becomes a copy of another card (thus changing its CMC from its own to that of the card it copies), and the way that that split cards and X spells change their CMCs on the stack to fit the proper conditions (x=mana paid, split card card be one half, the other, or both if fused...this is all only applicable on the stack, mind you), I am not aware of any other ways to change CMC. It's a pretty hard-set value of the card.

CMC of cards remain the same with those effects in play. They simply add an additional cost, which is calculated in after the CMC is taken into consideration when casting.

though they sorta do what he is asking for
I guess that depends on what exactly he's asking :P
If the question is "can you change CMC so you can, for example, target a 4-CMC with {Abrupt Decay} by altering the CMC of a permanent," the answer is no.
If the question is "Can I cast a 5 CMC card but only pay 4 mana for it somehow," the answer is yes, there are ways to do that.

Those change cost, not CMC. As far as I know CMC can't be changed.
