1) yes and no. Yes, in that it is most certainly possible for {Jenara, Asura of War} to be a lethal commander. Absolutely. But, that being said, commander is a land of {Wrath of God} effects, and expecting her to grow large enough to KO opponents in a single swing without interference is unlikely. So don't expect her to be a one-hit-wonder.
2) commander has many staples, many vary depending on the type of deck you build. Be sure to check DudeCore's super awesome sticky post above, he includes a section about staples, and a ton of other very useful info to people who are new to commander. It is 100% worth reading.
Aside from Jenara herself, what kind of stuff/strategies did you want in your deck? The more you tell us, the more specific out recommendations for cards and staples can be!
I want to build a controlling deck with enchantments, both auras and globals. I don't know anything about see stuff. Right now some cards that I have are {Sol Ring}, {Solemn Simulacrum}, {Sun Titan}, {Sword of Feast and Famine}. I also have some of the other liste cards from Double-O.
{Stoneforge Mystic} and {Stonehewer Giant} and powerful equipment like {Lightning Greaves}, {Darksteel Plate}, {Champion's Helm}, all the swords of, {Skullclamp}, {Whispersilk Cloak}, {Umezawa's Jitte}
And then also cards like {Tezzeret the Seeker}, {Steelshaper's Gift}, {Enlightened Tutor} and {Reshape}. You can play all the artifact lands {Ancient Den}, {Seat of the Synod}, {Tree of Tales}, {Darksteel Citadel}. Also if artifact based you can play {Trading Post} and {Solemn Simulacrum}.
{Sovereigns of Lost Alara} and {Eldrazi Concription} are fun, especially if you have {Rafiq of the Many} with you.
Strong in the EDH, Gorzo is. Listen to him, you should.
Here's my 1V1 build for commander. After going through some of the cards individually to list I noticed some needed changes. Cards like {ulamog the infinite gyre}!can be taken out. As good as it is, not sure if it fits.
Looking for recommendations to make it into a more controlling deck. {snapcaster mage} will be added as well.
