My friend recently told me that they passed a rule where two legendaries can be on the field at the same time along with the same named planeswalker is there any truth to this or no?

Only if they're controlled by different players.
Also if you contol 2 legendary permanents of the same name, you chose one and the other is put in the graveyard.

Read the article. While most of the rules changes are pretty strait forward, I think the land play rule is going to cause some problems. What happens if someone plays a second land then loses their second land drop ability?  I see three scenarios. The player chooses one of the two lands they put down and returns it to their hand, the player chooses a land and it is sent to the graveyard or the second land drop slides.

Fairest to the player would be option 1, but that may lead to some nastiness if one of the lands in question had an ETB or LTB effect. Sending the land to the GY would be real harsh. And letting the extra land slide wouldn't be following the intent of the rule change.

It would slide im assuming. If you played your second land at a time when youve got 2 land drops set for your turn, youve followed all rules and conditions. Itd be a done deal.

You do raise a good point, although I think it is actually intended in not allowing the "play and extra land" ability to stack.
Once it's on the field it's been played, it won't be removed.

It is intended so players don't double their extra lands with effects like bounce. The land stays there in the case provided, no worries

I don't get it...if you have something that gives you extra land drops. Use them all up, send it back to your hand, and play it again, do you get another land drop? The ruels still seem the same there

In the article there are examples, but here is my explanation:

Before, if you had something like {oracle of mul daya} in the field, you had to declare, when you play a land, what land drop you were using (normal one or additional one. If it is additional, declare from which effect it came). If you use the extra land play from the oracle, then bounce it, it would be a new additional land drop and you could play another additional land drop besides the normal drop per turn.

Now, it is calculated like this:
P = 1 + x - a
Where:
P = the number of lands you can still play this turn;
x = the amount of additional land plays given to you by effects at a given moment;
a = the amount of lands already played this turn

So, the example above would give you this, now:

You have x = 1 because of the oracle and no lands played yet. P = 2, so you can still play 2 lands. Now you play one land, then bounces the oracle. X still is equal to 1, a = 1 now cause you played a land. You only have one more land drop, opposed to the 2 in the old rules

So the new rule only refers to extra land plays. Not "Search your library for a land and put it on the battlefield."
Ok that's a little better than I perceived it.
