{Druid's Familiar} and {Garruk's Packleader} are on the battlefield. I play {Wingcrafter}.
What happens first? Or do I get to chose?

You would not draw a card. You may soulbond {Wingcrafter} to any creature when it enters (even another creature with soulbond; they would both get the buff), but when the wingcrafter enters, it does not have 3 power, so the packleader will not trigger. Even when it gets to be a 3/3 from soulbond, it does not re-enter the battlefield, so you won't draw.
I think you can get the draw. You stack it so the bond is made and then packleader checks for size, at which time it is big enough. I dont have rules quotes but i can try to find some of course

The packleader doesn't trigger for all creatures that enter, only 3 and up power. That means that when the 1/1 wingcrafter enters, the only trigger on the stack is soulbond. There are no other triggers to stack.
What it it was a vanilla 1/1 instead. Any change?
Also can you cross soulbond? {Tandem Lookout} enters on {Nightshade Peddler}. Can they soulbond to each other?

Nope. There would just be 1 soulbond trigger (the familiar's) instead of 2 like in the original (familiar + wingcrafter; stacked in the order of your choice). But in either situation, you would not draw a card off of packleader unless the creature entering already had 3 or creater power upon entering the battlefield. If you want the draw, try things like {Collective Blessing}.

Yes, you can. They would both get both soulbond effects. Also, two creatures with the same soulbond effect can bond together. Forninstance, when two {Wolfir Silverheart}s are bonded to each other, each one will get the +4/+4 from itself, and the +4/+4 from the other one, giving you two 12/12 creatures.

Or if your creature ETB with counters due to {Master Biomancer}.
Then it enters the BF already with counters on it, meaning they would count for the 3 power ETB
