But from what i see the win con isnt even milling, it's using crazy beefy chars to swing out. Ok idea but it has like 0 defense... Syncopate, dissipate, tragic slip, literally anything could help.

I would probably put the control stuff in the side for now. I usually win by turn 5-6 so control is not totally nesisary unless I'm playing a hyper aggressive deck or a deck that gets advantage from my mills. (aka junk rites)

I don't alway win on turn 5-6 unless I get a first turn phantasm, it's more that I can determine if the game is a win or lose by turn 5 depending on wether I have a mind grind or enough chronic floodings or such. Seldom do I actually win on turn 5-6, I just can predict my win or lose by then.
Mill and aggro are never correctly used in the same sentence. It's not a thing, control is just better, nothing more.
Two things 1 {Elixir of Immortality} {Psychic Spiral} kinda stop you and 2 {Rest in Peace} stops your creatures, granted it's usually one or the other but the first two cards really hurt you.
{Mirko Vosk} is good here.
I am not too fond of Standard mill personally, but one thing I can say for sure is that you need to replace 1 {Mind Sculpt} with 1 {Breaking // Entering}. Same CMC, (essentially) more cards milled. Gah Standard doesn't really have any form of {Surgical Extraction}/{Extirpate}. Well... Hmm... I'm making this deck a project. Give me a couple minutes and I'll make a list that is a little more saucy! Don't get me wrong, the list is sweet, from what you have to work with (in Standard), you did good. But I think there are a few modifications it could use.

Alrighty, so check this beasty out.
First off, The Manabase:
This is the most important part of the deck, seriously, work on that before anything! Start with {Drowned Catacombs}, they're relatively cheap and will pay off for this deck tenfold. Now the red lands are just for fun, you don't need them for this deck to function properly, but if you can aquire them, I'd only splash red like so. The reason for it is {Breaking // Entering}, so that you can cast the Entering half! It's really sweet in mill, can you imagine hitting their {Griselbrand}/{Angel of Serenity}/Any big fatty, AND THEN, having the option to steal it, PERMANENTLY! 😳 That sounds awesome!!! Don't just simply throw in mountains though, I'd only really do the splash as is. And {Nephalia Drownyard}s are a must, late game, no hand, out of gas, well, might as well Drownyard! It gives you that little bit of extra gas you need to get there, trust me it's amazing. It's also colorless mana though so I'd only run 2. Also, the land count has been bumped to 24. You need all the land drops you can get so that you can make sure you can cast a turn 5 {Consuming Aberration} or a juicy {Mind Grind}. It's also very heavy blue, so I dropped Islands altogether, the list without the red lands would simply have 6 {Swamp}s in place of the {Blood Crypt}s and {Dragonskull Summit}s. If you run red, that's all the black you need.
The Creatures:
Well, no big change here, did add {Mirko Vosk, Mind Drinker} though. He {Mind Funeral}s! That's awesome! Also he's got a decent amount of junk in the trunk. Dropped a single {Consuming Aberration}, he's awesome, don't get me wrong, he'a huge! But some spots were needed, and he was chosen. I'd say Mirko is most definitely a decent replacement though. Maybe he doesn't have insane amounts of power, but it's a mill deck, and I've heard {Mind Funeral} is kinda good 😉 That's about it for creatures.
Other Spells:
Alright, so we've got some very big changes here. First off, {Jace, Memory Adept}, he's just ridiculous, flat out ridiculous. Non-mill decks running him win with mill because he's so good. Need I say more? +0 to victory! Alright down to the nitty gritty. Completely dropped some cards, I'm sorry but there was no choice. 😥 Like {Curse of the Bloody Tome}, waaaay to slow, trust me, you don't want that here, pure mill is the best way to go, not situational. Also dropped {Increasing Confusion}, it's great, don't get me wrong, but it was either that, or {Mind Grind} and the Grinder is just way stronger. Another loss, {Paranoid Delusions}. Too small, your 2's should be 7 or greater, not 2, with a chance of milling 2 more if your Ciphered guy connects. If you have a guy dealing damage, my guess is that you're gonna win by damage, seeing as how your creature power is quite high. Also dropped {Dream Twist}. 1-2 mana for 3 cards isn't bad, but I think {Thought Scour} is a little better, if hits for 2 and you get a card, and the Flashback is weak in comparison to your other 2 CMCs. And {Chronic Flooding} just seems cool, I like the idea, hit a Shock land? Or a Utility land, and then you play the waiting game. It's like a land counter almost. 😄 So that's it for losses,👌 minus a few number alterations, as in {Breaking // Entering} becoming a 4 of and {Mind Sculpt} dropping to 2. New additions! {Syncopate} and {Dissipate}, look I know you think the deck is solid as is, and I agree! But having more insurance can't hurt! Hard counters are great, and these one's exile when they hit, which is good for Reanimator or any other kind of graveyard shenanigans. Stopping their game plan to further your own is never a bad thing. Especially if it means that the next turn you can mill them for 10 with Jace and win! 😜
I hope you read this, I know it is extremely wordy, but I love mill, so much, it's one of my favorite archetypes in Magic. I play it in Modern every single Friday. And I usually win or get 2nd/3rd out of about 14 people. I hope you like the alterations as well! I know it's hard to change a good thing, but trust me, modify it like so, and you will be in love.
One last thing, sideboard! You have some match-ups that will always just be hard to win. I'd say throw some {Cyclonic Rift}s in there, to board in against aggressive decks. Maybe some {Tragic Slip}s, if they're creatures are small or if they're running lots of removal, (in Red Deck Win's case, both). Idk, get a feel for your meta, then adjust your sideboard accordingly. If you see a lot of Humans, maybe {Human Frailty} is an option. Etc.
Anyways, that's about enough, hope you like the list!

First off... WOW!!
These are the kind of post that I absolutely love my friend. This was thoughtful and very well educated. I'm so impressed that you took the time to write all of that.
I changed the deck to be similar to yours but mostly to fit into my price range. {Jace, Memory Adept} is a little out of my high school no job budget. I have enough trade stuff as to get the drowned catacombs and I already have 2 dragon skulls so I should be good on lands for now.
Creature wise I decided to cut down on mirko because {Restoration Angel} is a highly played card in the meta and it come down a turn before mirko so dealing damage with it can be hard but not playing would also be stupid.
For spells I decided to cut back on dissipates and add {Psychic Strike} just to get those extra tiny mills in while still countering stuff. I also replaced the jaces with another mind grind and mind sculpt because there are 2 of the best mill cards currently.
I really apreciate all the effort you put into that post, it really made my day to see someone actually give good advice.

I'm not going to argue or critique, but with mill you can play all the fun removal sideboard, anything that deals with a creature but gives them life is no problem for you, like {Devour Flesh} doesn't hurt your deck and a SB option and counter spells work great with drownyard. Scare them or keep them in line and mill at the end of turn if they don't act.
