If I mill my opposite on his end step and he mills himself 3, via  {Nephalia Drownyard}. After this could he cast a  {Restoration Angel}. It is not in respone to the Drownyard trigger.

Yes. Since he had priority and you had no response he can cast the angel.

Byer, if u meant casting restoration angel, that is due to flash

I know, what I am asking is if he lost priority when passing the turn. So can he cast restoration angel not in response to my mill but 10 seconds after is that legal?

The angel has flash so he can cast it anytime he could cast an instant.

The step moves on when priority is passed in succession.

I'll let the experts explain I guess. Haha.

Explanation. He passes turn to me. At end of turn I activate Drownyard to mill him. No responses from him. I activate second Drownyard no responses. After this he precedes to cast angel. Not in response after he passed turn to me. Hope this clarifies any confusion.

It's his turn so he has priority at all times unless they pass it to you during a phase change or by placing sometging on the stack.
