Ummm no, justice refers to a target opponent not a target player. The justice can target any player but player A

But if no player C exists?
{Redirect} would see no legal target and not work how player B wanted to, right?

Yep! If there are no new legal targets for the spell, it will remain unchanged, and target player B again, as The1337Magician stated.
