Is  {Frilled Oculus} a green creature technically ?

No, mana cost determines the creatures color. {frilled octopus} is blue, with a green color identity(only relevant in EDH).

 {The Rack} if it is like negative? Do they loose life.

If they have three or more cards in their hand (making X equivalent to 3-(3 or above)), they will not lose any life. Negative numbers in MtG never count as anything other than 0, effectively.
