A budget UR Delver deck I am working on to help me get more into modern. Any advice appreciated, I AM actively trying to obtain snapcasters via trades, but it doesn't seem likely for me to get them.

Put white, geists and snapcasters will help you a lot and then lightning helix can be a good slot as well as boros charm

Sorry, but I said Budget for a reason. Not looking to try and struggle for playsets of $20-40 cards for a deck that functions without them. Especially fetch lands. It has been proven that using 1 fetch land barely reduces your chances of drawing a land. Not worth spending $120 on a playset of fetches for a 2 color deck that doesn't need fixing IMO

I agree! You have a strong budget delver deck as is. Have you considered {Izzet Charm}? I say this only because with this deck you're either beating down with delver or controjng the game, and {Izzet Charm} can switch between both.

You have a good point! Completely forgot about it during making the deck, fit them in now, I'll test with them in a bit to see how well they work

No deck is suppose to be. People can work on a build to make a specific deck if they want to.

But it can be, an I don't have the money to make a full deck with every expensive luxury card. Also I'm not planning on trying to win a pro-tour with this deck, so if I have a build that I can afford that works with the bare necessities, I'm going to play it.

Delver just isnt that good in modern i feel like you would want to take another route if you want a good budget deck

Delver is used a lot and is the green banned 1drop. It is used a lot in bug delver, American delver and UW delver. It is very good in modern.
