I'd like to know some of thoughts behind having usually more spells in commander decks.

Honestly, with commander decks, anything goes. I've seen commander decks that run less than ten creatures, and work perfectly fine. It's all about the deck, and what goals you want it to accomplish.

I have a Hulk deck that my girl always plays because its boss, and then I'm trying do build this Niv deck and it just can't keep up its a rough draft but 💩, what's the best deck you seen go up against  {Azusa, Lost but Seeking}

Are you wanting to do no nonland permanents? That would be really fun to try to put together, would need tons of draw though, interesting to think about

Unfortunately, {limited resources} is banned in EDH/Commander format... Sad face...

I run 18 creatures. It's been as low as 11. Spells in EDH are usually pretty good, lots of board sweeps and permanent hate in the format.

reanimator must be good in EDH than

It's as good as any other strategy. If you're not in a counter-heavy meta. I run {Bribery} and {Desertion} for Kaalia and Reanimator decks, grab the biggest thing they own and slam it down. EDH has a lot of answers for a lot of cards, it's bound to be in someone's deck.

{Oblivion Ring} is kind of a weak card in the format, not big enough. But it has it's use.

So can your commanders abilities be activated from the command zone like with say {tarland the sky summoner}?

Nope. The command zone is just where the commander is. It doesn't effect the battlefield.

No. Unless stated otherwise on the card, creatures only take into effect on the battlefield. Talrand would not work in the command zone, just like he wouldn't work in your hand, or in exile.
