Are you allowed to play like grixis control and could your sideboard have like 7 plains and 8 usa control cards? Because if i could im doing that

Yes. Your sideboard can be whatever you want, as long as it adheres to the four copy rule combined with the mainboard. Ex: If you have two {tragic slip}s in the mainboard, you can only have two in the sideboard.

Ive always wanted to make a deck with a SB that changes the entire theme of the deck but 15 cards always seems too limiting

A guy at my lgs ran land destruction game 1, with the option of jund beaters for g2, it actually made it to top 8

Really if you have say 20+lands and 10+ good stuff cards as long as the rest of your cards aren't locked into a theme a dedicated 15 card sideboard can do that. It's been done before in legacy.
