Title: Render silent questions

Since there is a period between the first clause , counter target spell, and the second clause, its controller can't play spells this turn, this means you can counter an uncounterable spell and still have the silence effect go off. This being said if you did counter an uncounterable spell and the silence effect went off would that void the uncounterable spell controlled by your opponent?

The punctuation isn't really the issue here. You can still target an uncounterable spell, it simply won't be countered. The second effect of the spell will still go off, but won't have any effect in the spell it attempted to counter. It has already been cast, and is waiting to resolve.

Thanks for the clarification. Also with the new effect fuse. When you fuse the cards together I understand you pay bot mana costs. But would both of the 2 spells on the card be cast simotaniously or be two effects on the same card?

Here's a couple excerpts from an article about the mechanic:

Any time you could cast a split card with fuse, you can choose one half and cast it, just like any other split card. And if you're casting it from your hand (as you usually are), you have the additional option to cast both halves as a single spell by paying their combined cost. Instructions on the left half are processed first, then the instructions on the right, and targets for the two halves are chosen separately.

and then:

If you cast both halves of Toil & Trouble, it's a black and red spell. That means it's a multicolored spell, which might matter for cards such as Pyroconvergence. (Some split cards in the set are multicolored on both halves, so they're multicolored spells whether you fuse them or not.)

I understand, so if you countered said fuse card woul you counter both halves or just one?

You would counter both halves. It is treated as one spell with the characteristics of both halves.
