Best thing for a deck like this is to play blue black control and just use the mill as a win con I can put a general list for most blue black control decks together if you want.

Instead of undercity plaugue look into tribute to hunger or devour flesh. {Nephalia Drownyard} is a great card for this kind of deck. More counter spells, such as {Dissipate} and psychic strike are great. Augur of bolas and snap casters are nice.
Might want to consider condensing the list down some. Too many 1 and 2 of's in there to make it consistent. Also if your looking to play a controlish stil deck or mill or whatever you want to call it you are going to need to play more lands. Probably in the neighborhood of 25 or so. Just some thoughts.
About that... out of the Milling, comes huge creatures such as {Lazav, Dimir Mastermind}, {Consuming Aberration} or {Lord of the Void}.
This is the focus of the deck. Getting rid of or stealing all their cards to empower mine. I don't necessarily want a control deck.
Consistory general is based on the amount of different cards in a deck. It would benefit you to take out cards such as fog bank and other 1 ifs and two of to make your aberration, lords and Lazard more of three of. It would be beneficial to add kill spells and counter spell to keep control and aggro at a down low.
