Title: Inkmoth Nexus

If I activate {inkmoth nexus} ability on my declare blocker phase can my opponent {galvanic blast} or some other insta kill before I can block with it or can I respond to their instant by declaring it as a blocker before its dead?

If you want to block with you nexus, you'd have to activate it during the Declare Attackers step. The first thing you do during the Declare Blockers step is to declare blockers. Only after can you use fast effects. So, yes, they could kill it after you animate it during the Declare Attackers step.

So does it stay alive as land and you can use it again to block? If so what was the name of that pack again? Thanks.

If you animate it and they blast it, it'll be dead.  Dead dead.  The Event deck is called Gleeful Flames
