Yes. To use it, you pay one colorless for the ability. Then you pay the normal cost of the card

Yes since the 1 colorless mana is paid to allow the casting. You must still follow casting rules and payment. For it to be cast for free it would have to say in its text pay 1: cast target creature card in a graveyard without paying its mana cost.
