Title: Counter on Vraska

Can I put a +1 Counter on  {Vraska the Unseen} even when there is no creature dealing damage? Or do I have to wait for a creature to deal damage to her in order to put a +1 Counter on her?

Put a counter on her during your turn. It says until your next turn. That means during all of your opponents turns the ability is still active.

The +1 goes on it no matter what

To answer your question. No you don't have to wait for a creature to deal damage to her.
You can +1 her regardless. Even if no creatures are in play.

You can only activate a PW ability at sorcery speed, so durin your turn. Until your next turn, if she's dealt damage her effect kicks in. Even if she isn't dealt damage, she gets +1 loyalty. This is because loyalty abilities are activated abilities, and the cost is adding/subtracting the designated amount of loyalty.
