Okay so say i have  {Future Sight} in play and a  {Mind Over Matter} in play can you discard your entire library?

No, you may only discard from your hand. {future sight} does not count the card as being in your hand, simpy allows you to play it and reveals it.

It says as though it is in your hand. I have had this done to me before by my friends mono blue edh deck

You may play the cards 'as though' they were in your hand. Its giving you permission to cast the card from the too of your library, which is normally not allowed. It does not actualy count the card as being in your hand, which is necessary for disarding. Its simply a way to allow casting from your library.

Oracle text was retconned. If you read the rulings:

5/1/2007   The top card of your library isn't in your hand, so you can't suspend it, cycle it, discard it, or activate any of its activated abilities.
