On my opponent's turn, when is the earliest I could cast {Silence}?
You can cast it virtually at any time, you can cast it at their upkeep if you chose so.

Well if I'm correct doesn't your opponent have priority until the untap and draw phases pass, then instants can be cast during upkeep. Or am i wrong?
Priority is passed during every phase change. No spells or abilities may be activated during the untap or cleanup steps. The earliest you could cast it is in response to their spell or ability or a trigger during the upkeep. Your next chance if that doesnt happen is when they end their upkeep and attempt to move to the draw phase.

Incorrect. You can cast in during their upkeep after they untap and pass priority before they draw.
