If I attack with a creature and after declare defenders my opponent decide not to defend, can I cast "Vampire's Bite" Instant in that moment before the damage it's dealt to the player?
Thanks.

Yes, you can
^This. After blockers are declared, and before combat damage, players gain priority, and may cast spells/activate abilities.
Thank you very much, thank you all.
You have priority to cast spells at the end of the declare attackers step and declare defenders step. Right? Right. I think.

Well, technically not at the very end, but essentially, yes.
