Hey guys!
so i've decided to build a new EDH deck.
The commander will be {Grand Arbiter Augustin IV} (needed)
pm if you have suggestions for what I should add or if you have cards you think may go along with theme of taxing the opponent out of the game
needs:
{Prahv, Spires of Order}
{W}/{U} dual lands
taxing creatures/spells
counterspells & cards which put cards onto the bottom of an owners library
utility creatures/spells
boardwipes ex {austere command}

My friend built this deck it's a bastard with smoke stacks tangle wire he even got a tabernacle for it the deck is all money. Next time I see him I will get the list for you if you want.

Just a few suggestions I thought up, I don't have these for the most part but they will fit your theme excellently.
-{The Tabernacle at Pendrell Vale} is awesome in these decks
-{Propaganda}
-{Energy Field} + {Rest in Peace} has sweet synergy which allows you to sit back and relax.
-{Rhystic Study}
-{Isochron Scepter} imprinting a card like {Orim's Chant}
-{Azorius Guildmage}
-{Glen Elendra Archmage}
Basically the way I've seen grand arbiter decks run is by locking down the board by countering everything and stalling the board, and finishing with a big spell or creature to end the game. Good luck!
