{sirens call}.
I don't get it. How does it destroy a creature, if my opponent is forced to attack then how does he have anything to destroy?

{pacifism} and other attack phase prevention cards. Mana dorks that your opponent wouldn't normally attack with, stuff like that.

Things that are under {pacifism} effects, permanents that he animated, etc. creatures with defender. Still very niche but it only costs 1 mana I guess.

Any creature that used a {T} ability instead of attacking would be a viable target for it. {Royal Assassin}, for example.

Okay I get the {pacifism} but he is forced to attack with everything else. So a mana dork would be fine.
I guess I'm just not seeing the card right.

Just want to make sure everything is clear. The card makes every creature they control attack, if they are able to. If they tap a mana dork instead of attacking with it, it will be killed. If they play a creature with haste, it must attack if able, but will not be killed if it doesn't. Anything they play that turn will have to attack if it can, but won't be destroyed if they don't. Make sense?

Add this to cards that force tapping like {Icy Manipulator}, cards with the Detain ability, etc for a way to clear out the nasties you want.

The card also works well with {Festival}, but that's for Combo Corner more than it is for Rules ;)
