Title: Chancellor of the annex

I know it's highly unlikely, but if I had 4 x {chancellor of the annex} in my starting hand, does each opponents first spell of the game get countered unless they pay {4} ? Or is it redundant?

It would put four triggers on the stack saying "counter this spell etc." So yeah, they'd end up having to pay {4}.
