Does {Jarad, Golgari Lich Lord}'s return from the graveyard ability work if you sacrifice only one {Overgrown Tomb}?

Nope. Eventhough it counts as both its still just 1 land. And jarad wants both a whole swamp and forest. Not half of each! ;D

No. You must sacrifice 2 lands. You can sac the tomb to satisfy the sac forest or the sac swamp requirement, but you still have to sac a 2nd land to satisfy the requirement.
