Soulbind does not target, so yes, you sure can! Protection does not stop it.

Protection prevents DEBT
Damage
Enchantments
Blocking
Targeting

Since soulbind does none of these, it is good to go!

Doesn't say "target" in the oracle text, means you can get past shroud, protection, and hex-proof

Yep. Protection will always follow the DEBT model above, regardless of what the protection is from.
