When i cast altar's reap, can i sacrifice another player creature?

Not a chance.
Cards that say to do something most often than not refer to the controller of that card. It's implicit that by you casting {Altar's Reap}, you're the one sacrificing, since you control the spell.

That's why {alter's reap} is best used with "gain control" spells or even the fabled {Isochron Scepter}

{isochron sceptre}+{Altar's Reap} with a {Grave Pact} on the field
