When u flash {Restoration Angel} into play during the blocking phase can u block with it?
I believe you would have flash resto when priority is passed before declaring blockers in order to block with it

This is correct. After the opponent declares attackers, and before blockers are declared, players receive priority to cast spells. At this time, the defending player could flash in a creature, and block with it during their declare blockers phase.
