{Tok-Tok, Volcano Born}
Can this be used as a commander
Of course! It's a legendary creature. You can't play any blue, black, white or green cards though. Not even hybrid cards like {Manamorphose}.
{Braids, Cabal Minion}
{Erayo, Soratami Ascendant}
{Kokusho, the Evening Star}
{Rofellos, Llanowar Emissary}
Can't be used as commanders, but can appear in the deck. Everything else is off-limits.

Why not? I understand rofellos and braids kinda but the other 2? Noooo
Having access to those cards, at anytime, contributes to a whole bunch of unfun.
Look at this: {Erayo, Soratami Ascendant} + {Arcane Laboratory}. Who is having any fun at all? EDH should be about fun. They tend to ban cards like that.
If Erayo isn't the commander, the notion is that you can't cast it from the Command zone at will, lowering the instances of those combos.
Ok so thats understandable as well but my confusion is the kokusho... Hes spendy anyways why is he such a problem?
{Recurring Nightmare}
But they banned {Recurring Nightmare} and unbanned {Kokusho, the Evening Star}, so he's not viewed as being as big of a problem. He might be unbanned from being a Commander soon. They're generally pretty good about that stuff.
That card is so creepy...
{Kokusho, the Evening Star}+ {Rite of Replication} = lots of life and a few dead oponents.
Personaly, my LGS is heavy on edh reanimator decks. if Kokusho was unbaned as a comander, i might not have as much fun in edh as i do now.
