Title: Savra, Queen of the Golgari

 If I have {Savra, Queen of the Golgari} in play and I sac  a {Shambling Shell} since it has black and green in its mana cost does both of her abilities trigger? And since I sacrificed  {Shambling Shell} I get to put a +1/+1 counter on target creature correct?

Yes and yes. Since shambling shell has both colors it will trigger both abilities, as it meets all criteria. And you are saccing for the shell's ability so you may place a +1/+1 counter
